BCCI Should Be Coming Under The Act Of RTI: Patiala

Director General Jiji Thomson, the Sports Authority of India (SAI), advocated the need to bring BCCI under the purview of the RTI act. He added thatdue to spot-fixing scandal in IPL 6, the spirit of the game suffered. Thomson also added that he does not want this match fixing saga to continue any more as it can easily spoil the beauty of the game of cricket.

Indian cricket was swayed by the spot-fixing scandal, where 3 well-known cricketers have been arrested due to their involvement, including India international S Sreesanth and BCCI president N Srinivasan’s son-in-law Gurunath Meiyappan, who is supposed to be the Principal of famous IPL team named Chennai Super Kings.

He was referring to the case of Beijing Olympic medalist- boxer Vijender Singh who went on an extended leave from the National camp at NIS Patiala following a drug scandal without informing the concerned officials.

While addressing this topic Mr. Thomson also added that a scientific society named C-DAC will be checking all the whereabouts regarding this issue and will take the final call. And then he also stated that Vijender Singh may have joined the NIS of Patiala. But then he may also have applied for his joining of Patiala camp.

Citing personal reasons, Vijender was hesitant to travel for the national camp at the NIS Patiala.
Priming on government’s decision to set up a Centre of Excellence for sports medicine and sports coaching, Thomson also stated that the project has not yet been ready but then reports will be out very soon and may be within the month of June they will cover all the issues related to this topic. And then about December this year they will eventually get the complete official report regarding this issue.

SAI Congratulates The Indian Weightlifting Team

Having an excellent record of winning 27 medals, in the Asian Youth Championships, held in Doha, the Indian weightlifting team was congratulated at Sports Authority of India.

In a meet from May 28 to June 1, held in the Quateri capital, this team, which consisted of seven girls and eight boys, won 13 gold medals and 7 silver medals and few bronze medals.

DG Jiji Thomson said that the performance was by the players gone outstanding and the effort made by them was very good.  He also thanked the SAI for picking such players from the country and forming the Weightlifting team. He also added that the overall performance was very good as the team compete against the best teams of the world.

SAI Congratulates The Indian Weightlifting Team

SAI spent a great amount of money in making this team. It spent 5.2 crores for the team. Different kinds of branded bands, belts, guards were brought from the foreign countries. Different equipments for the weightlifting were also brought into the coaching camps. Demands for many other types of equipment were also sanctioned by the government for the team and is expected to come to the team shortly.

The request is being made for improving the diet and supplement charts for the players. A request has been made to the sport minister for increasing the daily allowance of food chart from Rs 200 to Rs 250.

Thomas adds the success for winning these many medals as longer term planning and practice which the team made for their country.

Performance of Karan Walia And Sandeep Singh Took Their Team Patiala On A High

Showing excellent bowling performance, left-arm spinner Karan Walia, with his six amazing wickets, made Patiala to stand in a good position in the test match between Mohali and Patiala. In the Dhruv Pandove under 19 contest, 6 amazing wickets by Walia, restricted the first innings of Mohali to only 131 runs. In comparison to Mohali, Patiala scored 44 runs in just a wicket loss in their first innings.

At the start of  match, Mohali won the toss and decided to bat first. This decision made them to score just 131 runs in 66.5 overs, where only Anmoljeet Singh scored the maximum portion of the team’s run. He made 43 runs and faced 67 balls and his innings consisted 4 boundaries and a six. Other players of Mohali kneeled down against the bowling attack of Patiala. Walia remained the most economical as well as the most wicket taker baller for Patiala.

Need For Labors In Patiala Farms

Farmers in the state once lured migrants with ease and fed them with “Makki DI roti” and “Sarson DA saag”. But in the recent days the conditions have changed, where due to the shortage of labor, farmers are trying to lure the labors with different kinds of alcoholic things like Ganja, Bang etc.

Some of the common things in luring the labors in Punjab and Patiala are alcohols, rations, money, food, shelter and many more. Punjabi and Patiala landlords are playing a great deal in luring the labors through these things. One of the farmer says that the rising price of fuels and other related stuffs have already provided them a great problem. And in addition to this, they need to lure the labors during the paddy season for harvesting the crops. Hence it provides a great problem for the farmers. At another remote village of Patiala, a laborer working at a farm said poppy husk was available for Rs 800 to Rs 1,000 per kg and usually, it was the responsibility of the landlord to supply it to the farmhands.

The drugs in demand include opium, poppy husk, bhang, tobacco and Ganja. And the severe actions of the police against these alcoholic stuffs have led more problems for the farmers as the overall cost of the alcoholic things increased.

Farmers say that in the past, poppy husks were easily available and were very cheap. They used to store the year’s product. But the things have changed nowadays, where many factors like police pressure, gain in the effective cost of different products have led a great decrement in the overall production. Different migrant labors say that poppy and Bhang have been the most attractive things for padding the fields. A Brief Note About The Condition Of Power In Patiala

Sukhbir Singh Badal, the deputy chief minister, claimed that state would be power surplus. The next day only an estimate given by the Central Electricity Authority (CEA) showed that an overall power shortage of 19.7% has been noticed inPatiala during the time span of 2013-2014.A power deficit of 25.6 % has been noticed in the peak hours when the load is maximum.

In the annual report, has put the estimated power demand in Punjab is 50,850 million units (MU). But 40,819 MUof electricity is available in Patiala in the current year. The state had faced a shortage of 5.3% last year. But Haryana on the other side has excess power. In the previous year only it was noticed that the power shortage in Haryana was much more in comparison with Punjab.

A forecast conducted by the Indian Meteorological department which took on 26 April, reported that the BBMB should have responded by a substantial increase in the generation of electricity but the filling of the reservoir is done rapidly without much release of water and generation of electricity.

The rate at which the reservoir is being filled have given an estimation that the water level will find the height of the dam which is 1690 feet, by August 20 and will be cross the level by around 10 meters by August 31. Hence it becomes very to have dynamic flow from the reservoir.

Two important things, as a remedy, could be done. Either the reservoir should be filled up to a height of 1685 feet, so that no spillage is made or to maximize the release rate from the reservoir so that the spillage rate is minimized

Sub Inspector Phulel Singh Among Three Held For Extortion In Patiala

The city police arrested Sub Inspector Phulel Singh of the sixth Battalion of IRB (Punjab Police), along with his partner in crime Prabhjot Kaur for supposedly creating obscene video recordings of others and collecting funds from them. The police officials have made a recovery of around Rs 35K and a cellular phone that contained the wrong video movies, from them. Their partner in crime Krishna is still at liberty.

Singh is presently a part of the national sport camp at NIS, Patiala.

Sub Inspector Phulel Singh Among Three Held For Extortion In Patiala

As per city’s Senior Superintendent of Police (SSP) Mr. HS Mann, following the complaint lodged by Darshan Singh, the resident of Good Earth Colony on last Friday, the police filed a case against Phulel Singh and his partner in offense under the Immoral Traffic Prevention Act and Information Technology Act 2000.

Mann added that Krishna and Darshan t introduces to each other at Gurdwara Dukhnivaran Sahib.

Shortly, Krishna took him to Prabhjot, he added.

Suspend Physician For Making Casteist Comments: SC Board

National Commission for Scheduled Castes has asked the director, medical education and research (DMER) to instantly pass on the suspension orders against Dr Harsimrat Singh, assistant professor in ophthalmology section of the city’s government medical college.

As per reports, Dr. Singh has allegedly made insulting comments as well as remarks against caste of a Scheduled Caste MBBS pupil of the government medical college.

Patiala Medical College Wishes To Append 69 MD Seats

Government Medical College of Patiala has submitted an application to be allowed to increase the number of MDs (Doctor of Medicine) in the college from 120 to 189 to the Medical Council of India (MCI).

The college has already gotten go signal from the Baba Farid University of Health Sciences (BFUHS) in this regard. They have also received a no objection certificate (NOC) from the Punjab Government.

Now the clearance is left from the MCI.

Patiala Medical College Wishes To Append 69 MD Seats

The college authorities also intend to increase the number of MBBS seats from 150 to 250 in September. For this also a proposal is to be sent.

A 20-member team from BFUHS has recently done inspection at the Government Medical College, Patiala, for checking the smooth functioning of various departments to see the exact requirement for the increase in MD and MBBS seats by the college administrative is liable or not.

The team also took full stock of the infrastructure development plans that the college had devised incase it gets the grant.

Though the central government has increased the seats to 3,595 seats in 2012 throughout India, the seats for the last 35 years are the same at the Government Medical College of Patiala.

In actual fact, the MCI had put a ban on Chintpurni Madical College, Pathankot, for conducting any counseling session for its 150 seats.

After the seats decreased, the college prepared a proposal highlighting the structural changes and space arrangement to to clarify its need to increase the MBBS seats from 150 to 250.

The land that is to be utilized for building the various labs, operating theaters, library and wards as per the requirement of the MCI have been marked.

The last date to submit the application is May 31.

Dr. K D Singh, principal of the Government Medical College, Patiala, is hopeful of adding the required 65 seats soon.

Patiala-Rajpura Landholders Sweeten Deals As Manforce In Short Supply

As the paddy sowing season is nearing Patiala and other states of Punjab, farmers across Punjab are commuting to and fro to the railway stations in search of cheap migrant manforce arriving from Bihar and Uttar Pradesh. Rajpura is also one stop for manforce search.

Officially the paddy season will commence June 10, hence the anxiety is undoubtedly high but over the years the manforce graph has been dwindling.

A recent survey done by the government of Bihar showed a decline of 30 per cent. The reason for this is now there are opportunities available at home so they prefer to stay rather than migrate to Patiala and other cities for work.

Patiala-Rajpura Landholders Sweeten Deals As Manforce In Short Supply

Due to the decline in manforce, such is the fascia of the farmers of Patiala and surrounding areas, that they are offering package deals of extra money, free accommodation and intoxicants.

As per experts Patiala and other cities, Punjab requires approximately 7,00,000 of manforce to sow the (nearly) 27 lakh hectares of land. The farmers of Patiala and surrounding areas depend 90% on migrant manforce for their work.

Jaspal Singh who works for a Nabha landlord, daily awaits the arrival of the train in blazing sun stated he needs 50 labourers but he’s not getting any one to work in the fields. The ones that do agree ask for too much.

Hardit Singh, a landlord has stated now the manforce is demanding 3500 per hectare in addition to food and liquor.

This is making it hard to get profit in farming which is declining each year.

The other side scenerio: Ram Din, a migrant from Saharsa in Bihar, states he is getting work in paddy fields back home and is satisfied with his pay. So he has decided this will be his last year here. Then along with his son (who works as a driver in Ludhiana) shall go home and settle there.

Uttar Pradesh is also no different. Chottay Lal, an experienced paddy laborer who use to work in Punjab is now settled back home.

Before he used to stay in Punjab for 10 months but now he comes only in the winters, that also for few months and returns back home to work in his field. He said there is ample work back home.

Officers Awaiting Elevation To IAS, IPS May Have To Take Test

State government babus might have to compete via written examinations before they can get absorbed into the coveted central services. The officers that rely on the outstanding Annual Confidential Reports (ACRs), will be affected the most, also their ‘proximity’ to the political leaders in order to make it to the list.

The Union Public Service Commission (UPSC) has taken decision to take an all-India exam for these officers selection. Thus, will be leaving aside the long established method of inducting state cadre officers for the Indian civil or police service based on the ACRs exception.

State Government Officers who are under 54 years of age will be affected who are eligible for promotions that are ready to do work under the Central government.

Now these officers shall have to go through a competitive exam following an interview, which the UPSC shall conduct annually.

Punjab Principal Secretary (Home) DS Bains confirmed they have received a letter from the Central Government on this issue. After the chief secretary-level meeting a decision shall be taken.

After the final nod from the Department of Personnel and Training the new 1000-marl examination pattern shall be applicable. Questions from General knowledge and Aptitude shall also be asked.

Probe Done On Five Month Records At Rajindra Hospital, Patiala

The 2-member probe committee comprising of Hussan Lal, Managing Director of Punjab Health System Corporation and Dr Tejveer Singh, Director Research and Medical Education, have finally sought out the records of all the purchased medicine over the past five months by Rajindra Hospital.

Hussan Lal has informed the media that this probe was taken under orders from the Chief minister Prakash Singh Badal to carry out an in-depth investigation into the allegations put on the hospital for purchasing expired medicines.

Hussan Lal also confirmed that Dr Tejveer is checking out all the medicines batch numbers that have been purchased from the local market and this report shall soon be given to the chief minister.

Dr Tejveer later in the day also confirmed that he has checked all the stock personally. Now he is going to check the procedure that has been adopted in purchasing the medicine that is issued and will also examine the indent books (demand records and issue of medicines).

Meanwhile, the medical superintendent V K Sharda, few of the senior doctors and the storekeeper Ripu Daman are holding close door meeting at the medical superintendent’s office.

Finally Decks Are Cleared For Rail Over Bridge Near DMW Workshop

After a long pending demand from the residents of Patiala, the state government has given the go signal for the construction of Rail Over Bridge (ROB) near the level crossing at the DMW workshop near the Sirhind-Rajpura bypass which will cost about 20 crores.

Though in 2012 the decks were cleared but the wait for the government’s approval was waiting on hand. Speaking at a meeting held in Chandigarh on Thursday PWD Minister Sharanjeet Dhillon cleared there are no more obstacles and very soon the tenders work shall also commence. Also the money required for this project has been sanctioned.

Finally Decks Are Cleared For Rail Over Bridge Near DMW Workshop

This bypass is used for going to Rajpura along with other industrial towns like Mandi Gobindgarh, Fatehgarh Sahib and Ludhiana. The based industrialists here also had given a demand for the ROB so they could get unobstructed commuting for their goods.

Apart from the industrialists Employees and students of the Punjab University who have to daily commute from nearby towns like Fatehgarh Sahib, Sirhind and other villages will also be the beneficiaries.

For the bridge construction RITES (multi-disciplinary government consultance organization) has already conducted a study for the layout and length of the bridge.

Meanwhile the locals have welcomed the sanction of the ROB with open arms. Apart from being a boon for Patiala Industry that is situated in Focal Point, the ROB will also ease up the congested city for motorists who try to avoid the level crossing detour from Dukhniwaran Sahib. This was confirmed by Naresh Gupta, Former president of Patiala Industrial Association.

Former Patiala Mayor Ajit Pal Kohli, who had pushed this project during his tenure, said that this project shall be an achievement for the SAD-BJP government.

He also added that he had met the then Railway minister who was ready to fund the project. The congress also belied the SAD was not keen in development of Patiala as it is home to Capt. Amarinder Singh.

He also thanked deputy chief minister Sukhbir Badal for the clearance.

Expired Medicine Panel Seeks Past Records Of Drugs Purchased

The enquiry committee constituted by chief minister Prakash Singh Badal for the expired medicine at Rajindra Hospital ward matter is not satisfied with the reply it got from the college and hospital authorities, so they have asked for the past 5 months record of purchased medicines.

The committee comprised by Punjab Health System Corporation (PHSC) managing director Husn Lal and director research and medical education Dr Tejveer Singh had inspected the store and found no expired medicine but in order to gave a foolproof probe the panel is going to go through the purchases made in the past months.

Husn Lal stated that the CM is very serious on the matter and does not want any loose ends left. As these ‘expired medicine’ has come in print media, the hospital’s entire record has been called in for verification.

Meanwhile, a drama is being staged at the hospital where the alleged storekeeper Ripudaman who has signed issuing the medicine to the whistleblower nurse, was pressured by seniors not to disclose any thing to the committee.

Ripudaman clearly stated that he has nothing to say. Whatever he does is in accordance to his orders from his seniors. So the seniors may be asked not him.

Also an intriguing fact is V. K. Sharda, the medical superintendent; a blue-eyed boy is of the medicine minister Chunni Lal Bhagat with a background belonging to RSS (Rashtriya Swayamsewak Sangh). After a two member committee sent by chief minister Prakash Singh Badal for inspection of the stock for expired medicine has raised many questions as the committee came empty handed (no due date stock was found). The chief minister sent the committee after note of expired drugs being supplied at the Rajindra Hospital’s emergency ward.

The team was of Director Medical Education and Research Dr Tejveer Singh and Punjab Health Systems corporation (PHSC) managing director Husn Lal. Both confirmed there was no due date stock. They both stated all the stock they checked was fresh.

Though contrary to the claims by Medical Superintendent Dr V K Sharda the drugs that the media showed with expired dates had arrived via PHSC but the committee found the drugs were procured by the hospital.

Husn Lal confirmed this fact.

Staff nurse Parminder Kamboj has stood her word in front of the committee refused to accept expired medicine was kept in ward 1.

She also told the committee, in front of the media, the medicines that she objected to has been issued to her without her consent in the intent book at the Rajindra Hospital.

For the issuance of any medicine the staff nurse’s signature is compulsory, but the committee found the storekeeper Ripudamani’s sign instead.

Husn Lal has stated the news carried photos of expired medicine, this matter is serious. To sort out the stock books, details for purchased medicine and the issuance to the patients have been asked for. The MC is blaming the media.

He said that the media is trying to corrupt his image by flaunting such fake stories. He also alleged the images have been taken outside of the hospital because he does not entertain media inside the hospital.

The committee stands that the stock could have been changed. Fact this matter came to light on Monday and the committee came to inspect on Wednesday, hence there was enough time to shift or replace the stock.

As soon as the controversy rose the MC instantly took the keys from the staff nurse to the room where the expired stock was kept.

Husn Lal also stated the life saving drugs have been procured by the hospital and not PHSC, hence changing stock is easy. PhSC supplies always carry stamps. The local prescriptions did not have any mark.

The other question in the air is when the staff nurse does not require so much stock why was such a big sanction given out for big supply of medicine to which the hospital is mouth sealed.

Playing games with the lives of hoards of sufferers, the Government Rajindra Hospital functionaries have made accessible a big amount of expired medications to various wards.

There are more than 40 such medications, which largely consist of 613 jabs of hydro-cortisone that end on May 31, besides 1,000 dexamethasone jabs that expire by the coming month. Around 1,000 Dericyclin jabs will end in the coming month and 1,800 diclofenac jabs will end this month.

Independent probes by media people disclosed that these stockpiled medications nearing ending date are obtainable at only 10 to 20% of their max retail price in the marketplace. Chemists also wish to dispose of this stock.

According to the set process, the head nurse shows a demand memo that is checked by the Deputy Medical Superintendent of Rajindra hospital.

Sources said that the demand note was suggested by the in-charge of a store and it was signed by a salesclerk and the Medical Superintendent of the Rajindra hospital.

Regarding this, Dr VK Sharda, Medical Superintendent of Rajindra hospital, stated, “Ward no. one has been shut down for the last few months for repairs and it was the head nurse that had been looking after the complete stock for the last few months. She took this step to insult me as well as the hospital and I would take appropriate action against the nurse.”

Rebutting the claims, the sister head stated that with the aim to defend his skin, the Medical Superintendent Dr VK Sharda was directing her. “He is laying stress on me to take the duty or else he would issue suspension notice against me. There was no option left with me. Each and every medication is approved by him,” she added.

When questioned as to why she hadn’t inked the drug order, Dr Harshinder Kaur, Deputy Medical Superintendent of the hospital, answered, “Previously, it was my work to check the indent books, however a few months back, Sharda had accepted this work from me. I have taken this to the notice of top officials.”
