Punjab government has failed to carry out the financial dedications by which Punjab University’s financial situation is weak. Even there is a speculation that they have been criticized because they have failed to the salaries to the employees.
There was an agreement between the two of them that the government will allot an amount of 32cr. for the university.

The Punjab government has not yet paid the amount of 12.5cr which is due in the last quarter. Add more to it the government had to pay a total amount of 48cr as per yearly budget which they failed to do, it had to given around March but it has not been given till now. On Thursday at last the first installment has been given by state government with an amount of 12.5 cr.

The registrar named AS Chawla has told that several new requests and queries have been sent to the government. Of Punjab to get the issued amount of money for various colleges and universities, they are hoping that they will listen to their request this time around he added.

In Punjab the doctors who generally want scientific medicines and medico-legal workings have urged the transfers of scientific medicines doctors so that in hospitals they can handle accidents and other post mortem case very clinically in their district.
These the doctors say this medico legal works is a natural specialist in case of accidents, but these cases must be handled by those doctors who have a post graduate degree in scientific medicine.

Its a bad luck for them in Patiala hospitals that these scientific medicine experts are not in there, these high profile works have been done by normal MBBS doctors or any other type of doctor. This non availability of such high profile scientific medicine experts cause many problems, it mainly causes the downfall of  medico-legal services by which the outcome of the criminal cases is severely affected.

Doctors Urged For Scientific Medicine Specialists In Each And Every Hospital In Patiala

The former state president of Patiala academy of scientific medicine of toxicology and current president Dr. DS Bhullar has told that the cases of  post mortem exams in our country was normally done in only official cases and those MBBS doctors who are controlling those cases are not qualified to handle cases.

The court only decides on basis of evidence it is not important that decision is given by those doctors. He also said sometimes those defence lawyers take this advantage of those less qualified doctors to win cases.

Scientific medicine specialists are not available so that the bodies which are far from the district hospitals are generally referred to the state medical college. This generally causes a lot awkwardness among the public and this also delays the post mortem exams by which some crucial evidence goes into vain.

By this searching for the scientific medicine specialist doctors in each and every district hospitals, IMA has also sent a note towards DR Raj Kumar Verka, he is the vice chairman of  national commission for the category SC/ST.

Dated on 25/07/2012 the meeting with chairman had suggested that some minimum requirements in at each and every district hospitals so that in treatment no compromise is made and all that post mortem cases can be solved with right condition. Even the IMA Patiala has donated the note to the secretary but its so bad to see that no work has not been done as yet.

Damage Caused In Patiala Due To Strong Winds And Thunder Shower

Punjab State Power Corporation Limited (PSPCL) suffered heavy losses due to strong winds that blew throughout the state. About 2,500 electricity poles were uprooted and around 300 transformers were damaged. The electricity supply wires are massively damaged and some damages in another part are also mentioned.

The strong wind and the bad thundershower gave a bad blow to the power supplying network. Power supply in too many villages of Patiala was disrupted badly and even after a full day, it could not be restored in some villages.

Though the sources in PSPCL said that around 97 per cent power supply can be re-established, but these strong winds just before the paddy season have caused deep sufferings to the corporation. The southern zone of PSPCL affects the most.

It was confirmed by the chief engineer of southern zone; Harnek Singh that roughly 1,000 poles were broken and 200 transformers were uprooted in this region because of the storm and heavy thunder shower.

Because the strongest winds uprooted dozens of trees near Kali village, 15 km from Patiala, the traffic on the Bathinda-Patiala-Chandigarh highway remained disturbed for more than three hours and thus lots of people were harassed badly. Regardless of the large scale destruction, no one from the district administration reached the spot neither instructions were given to clear the highway.

In order to clear the road volunteers of Dera Sacha Sauda and commuters were seen making great efforts. Even at least the traffic was diverted to Patiala-Sirhind road even then hundreds of vehicles were seen stranded on the road. Even it has seen that the power supply in this areas have also been affected in such a way that in most areas of Patiala and nearby towns as electricity poles were grounded.

Illegal Arms And Licenses Seized By Punjab Police: Patiala

Many fake licenses of different kinds of illegal arms were being cancelled by the administration of the district, as the license holders failed to provide sufficient residential proofs and other local certificates so to prove them bona fides. Under the Section of 17 (3) C, Arms Act, 1959, the district magistrate of Patiala, Jasbir Singh, cancelled these licenses on Thursday morning and the license holders were made to wait outside the office until the decision was taken for cancellation.

It was the work of Patiala police that removed the mask of illegal arms supply. They started their operation from Amritsar and many staffs from the DC office joined them to help in the operation. Rajat Aggarwal, deputy commissioner of Amritsar, registered cases under the section of 465, 467, 471, 420 and 419 of IPC and under the Arms act of 59, 25, 54 and 25.

Patiala SSP, provided a notice to the district magistrate on the matter that police Shambu, found 433 illegal arms and the licenses of those arms were found to be fake.  Recommendations were made for cancelling the licenses of the illegal arms supply.

Deputy Commissioner of Amritsar, Rajat Aggarwal said that for getting back the licenses, the license holders’ needs to provide a sufficient bonafide certificates, so that they can be proved as locals.

Out of 433 illegal licenses, only 4 of them could show sufficient proof of local residency certificates. Other 429 licenses were still marked as cancelled.

Apart from licenses, many arms and weapons were also seized by Punjab police. Around 18 Chinese weapons were seized and many people were also arrested. The prime among them was Vineet Darbar. Vineet Darbar, was arrested by CBI on 2003-04 and was released on bail. Again he was arrested by Haryana police for selling illegal weapons in Patiala.

The state is taking various incentives to promote dairy farming in and near Patiala. The local farmers have been motivated to the diversification of crops. Dairy development has also been given a lot of priority. The department of dairy development in the state of Punjab has gone for huge loans.

Almost 20 crores have been invested for the farmers. Near about 200 dairy units have been set up and yet a few more are in the pipeline. Deputy commissioner GK Singh has also mentioned about initiatives to motivate farmers.  The farmers have sparked in with newly found enthusiasm. Thus, the state has promised many new and effective farming tools to the state. As per DC, the farmers have been provided with loans. These loans were basically taken from NABARD and have been used for the establishment of dairy units. These units have varying capacity from milking of 4 to even 100 cattle.

Lineman Shifted To Hospital Forcefully In Patiala

The early morning in Patiala has witnessed a crackdown in a lineman who had to be forcefully shifted to a hospital. The man was on hunger strike waiting outside the power corporation of the state. The police had to forcefully bring to medication one protestant named Rajinder Singh. Rajinder Singh was set on a fast unto death. His fasting started on the 27th of May. He stands as the unemployment union’s vice president.

He was taken to Rajendra hospital and medical college. This was done even with the men protesting the police resistance. The quick deterioration in his health was why the doctors advised for immediate treatment.  Although Singh along with colleagues were reluctant and kept protesting the police force, the police were somehow able to get him to a hospital.

The police justified by saying that they used force not to lift the protest but to save his life. This was as per reports on a speech given by a DSP of Patiala region. Most of the protesters were qualified yet unemployed linemen.  Thus, the uprising was based on good grounds. The protest took a huge shape and the linemen almost went on the warpath. A comparatively cold protest had been on for the last 2 years or so. This mass protest was staged well and gained a lot of attention. This stirs up of events was basically unexpected of the state government. So, the police weren’t alert enough and had to take sudden actions.

The president of the union of linemen Pirmal Singh gratified the situation by saying that the government’s policies lead them to intensify this event in Patiala. Another member, Gurpreet Kaur has also stated to pursue a fast unto death.  The demand of the protestors; include an issue of appointment letters.

Patiala Witnesses Ruthless Lathi-Charge

A dull day in Patiala passes away as the jobless linemen face brutal lathi charge. The count of jobless men in Punjab is growing at a steady rate. Moreover many are facing a deduction in salary. Thus, the job market in Punjab is not going smoothly at all.

A crowd of jobless men encountered brutal hospitality from the police as they were protesting outside the power corporation of the state. Headquarter was almost surrounded by a congregation of protestant. With their demands not being fulfilled, the protest grew stronger and force was applied to cease all penetrations.

These protests in Patiala were mainly against the government. Flood Control Measures Taken By DC In Patiala

The authorities and administration of the district are on the front foot in taking measures against flooding. Cleaning work has been given utmost priority. The improper drainage system is being blamed and suitable cleaning procedures are being applied to them.

For the very purpose of developing a suitable drainage system and, the Patiala administration has approved a budget of around 4 crores. Ministers of Rural development like Surjit Singh Rakhra have mentioned plans for the uptake of alternative drainage processes. As per concerned authority, the primary spots like Jacob drain and chhoti nadi have been well inspected and suitable measures have been taken. He stated that in order to make room for an urgent situation, an additional Rs 2 crore has been put to one side.

Punjab’s Panchayat Minister and rural development minister Surjit Singh Rakhra blamed Haryana for the accused mess and said that each and every state are bound with the duties to save the people’s interest of their state but Haryana has raised a trap to cause death to the Punjab’s people in order to save their people. He assured to work on the situation and will save the resident from the floods of Ghaggar at any cost.

GK Singh, DC to Patiala said to the tribune that their administration is working over the matter and is sure to finish the work prior to 30th June and sufficient funds have also been collected to complete the project. He also added to ensure clear everything from their end so as to minimize the loss to the fullest even if the wall obstructs the spreading of water.

“I have been a witness to 4 floods, which have caused damage and currently with this toe wall, there can only be additional harm,” stated septuagenarian Ghaan Singh.

“We have witnessed assurances over the last decade, however nothing has been fulfilled,” he said.

“We are spending hoards of funds to clear river Ghaggar to make sure its smooth flow, but the solid wall raised by Haryana will definitely hinder the sheet extend in case of flood, thereby causing floods in our part of the state of Punjab. As the issue is already legal, there is nothing much that we can carry out,” claimed Chief Engineer (Canals) Amarjeet Singh Dullat.

“We can just clean the said river at our end and ensure the water flows in a free manner, however if the flow is ahead of control, some harm is inevitable,” he stated.

Grim Situations Coming In Patiala As Power Demands Have Risen Up

The State Power Corporation Limited of Patiala, Punjab is baffled with the rise of power demand by 23% as compared to last year, and the management predicts shortages of power in the fore coming days. The situation of power is going to be a grim in the state during the summer due to the supply gap of 31% as projected by the state power utility during the interval of April to September in spite of arranging for power from different sources.

Punjab brought about 3200 million of power units which cost 1300 crore for the season of summer and paddy. The load of the peak power has crossed 7000MW power whereas they have the maximum capacity of transmitting 8500 MW power. The agricultural sector is not included in this demand as the supply for the paddy season will begin from 1st June and the load is around 2000MWs.

Grim Situations Coming In Patiala As Power Demands Have Risen Up

Punjab failed to add the power generation in the last 6years of SAD-BJP rule while the need doubled. An official said power cuts are to be imposed as more power cannot be bought from outside.

Punjab State Power Corporation Limited director (generation) Mr. GS Chhabra said that 10 days ago in Patiala power demand is seen to raise 300 lakh units while the last tear’s power demand was 1300 lakh units. They ensured to provide a better supply in this year in comparison to that of the last year where the power demands were huge due to failing of monsoon.

“Because of the growing temperature, we have witnessed the power demand climb to 1,550 lakh units on a daily basis as against the 1,265 lakh units a few days back,” Mr. GS Chhabra added.

He further claimed the power demand to be an issue with PSPCL as they had the cash to buy power but northern grid limited the power from outside to 1950MW. He spoke to the union minister of power and asked to raise the limit to 3000MW but failed.

 

UK Girl’s Viscera Sent To The Senior State Medical Officer

PATIALA: At eight years old British girl of Indian origin who had  died at a Patiala hospital as she was suffering from illness and she viscera has been shipped to the State Director of research and medical education (DRME).

Sources convey that on Friday the viscera or the entrails of the expired girl was transferred to the director of research and medical education (DRME) by an authorized person of the Government Medical College and Hospital.

The deceased girl named Gurkiren Kaur Loyal who was visiting India with her parents. During her visit   she fell ill and she was taken to a private clinic in the Khanna region to check up on April 2.

She died in a little while after being given the medication from that self financed clinic. Her parents claim that it was a mystery injection which was injected into their daughter’s body leading to her death. Later her body was carried to Patiala for a post-mortem and further verifications.

The girl’s family is often doubtful that her major organs such as the heart, liver and stomach were removed during the post-mortem in order to cover up the scandalous information regarding the cause of her death. Later, all the allegations were totally refused by the government hospital officials and authorities.

Amritpal Kaur Loyal and Santokh Singh, the victim’s parent who lives in Birmingham in UK, have now written a letter to the concerned authorities in India querying for the removed organs of their daughter, so they can cremate her body.

College officials and he urge them to fulfill the bereaved victim family’s wish so that they can complete their daughter’s cremation.

New Industrial Policy Rolled Out By Punjab; Patiala Comes Under Zone II

There was a bid on Punjab which aimed at attracting investments. The Punjab government in the bid made some important announcements regarding the new industrial policies, offering tax incentives for food processing, Information and technology sectors, agriculture and electronics hardware sectors. This gave an assurance about the faster clearance of the products. The state government led by SAD-BJP also made an announcement about creating a land bank of 5,000 hectares, which would help in accommodating new projects and the expansion of industry all around the state. The said policy will be applicable in all cities of Punjab including Patiala, Sangrur, Bathinda and all other cities.

The Deputy Chief Minister of Punjab Sukhbir Singh Badal also said that this policy is the most industrial friendly policy in the entire country. There are many incentives which are offered for the purpose of expansion and fresh investment. The projects will be implemented faster by the setup of a single window system.

New Industrial Policy Rolled Out By Punjab; Patiala Comes Under Zone II

The state is being divided in two zones by the government. The places like Gurdaspur, Fazilka, Ferozpur and Hoshiarpur are included in zone-I and these areas are being offered with the maximum fiscal incentives. These areas are the least developed areas in Punjab and due to this step by the government the industrial development in these areas has gain a huge speed. The scale of investment determines the fiscal incentives that would be offered. The textiles and food processing sectors also get a VAT redemption form minimum of 50% to a maximum of 80%. 100 % tax redemption is being experienced by the IT sectors and the electronics and hardware sectors. 100% exemption forms the payment of electricity duty, property tax duty and stamp duty is also being introduced along with the 75% exemption in the payment of CST (central sales tax).

The zone-II comprises of the areas like Patiala, Jalandar, Mohali, Moga and Ludhiana. The incentives are restricted to a maximum of 50% in CST exemption and a maximum of 40% in VAT exemption. Now coming to the stamp duty, property tax and electricity duty, there is an exemption of 50 per cent in the payment in these areas.

Patiala comes under the section 2. The investments are divided in several slabs like 1-10 crore, 10-25 crore, 25-100 crore, 100-500 crore and more than 500 crore. These slabs are set up in order to claim the tax incentives. The Punjab principal Secretary industry Karan Avtar Singh said it in his speech. Incentives can be earned under this policy. The VAT can be retained up to exemption level for setting up a factory and it is much more advantageous than depositing VAT. This idea was explained very well by Sukhbir Singh Badal.

Special focus was given in the food processing and agro sector which was very much important. Investments in the processing of wheat, milk, basmati and maize are very much encouraged. Sukhbir Singh Badal also said that purchase tax exemption will be there on the purchase of wheat and milk and in their processing. The zone will not be considered while giving the tax exemption of 90% on VAT and 100% in electricity duty, property tax and stamp duty. Thus, this policy would be very much beneficial in the development of industries in Punjab.

Patiala hosts so many esteemed universities of Punjab. It is a city offering very high hope for education. The Punjab University is indebted with high loans and is now finding it hard to shake them off. Thus, they are looking for various measures, but all in vain. The crisis of the situation is so profound that the institute is not able to pay off even the salary of employees. The charges of amenities are simply out of the question.

The problem has grown worse. AS Chawala, the honorable registrar of the university has mentioned slim chances of salaries being paid in near future. Also AS Chawala said that the university can generate all the unpaid fees of certain students from various other sources.

The university in Patiala will get funds from the government in recent times. However, university faculty members believe otherwise. They have only little hope for any salary payment in recent times. The employees are hence eagerly waiting for the forthcoming months.

The faculty is lacking motivation to continue and criticism against the university authorities is on the rise. The government is facing multitudes of blame for the financial crisis.

The state government has come up with some resolutions to facilitate quality higher education and ensure welfare of the faculty members. However, the efforts of the government seem to be inefficient and government’s jurisdiction in Patiala seems to be at their back foot.

The pharmacists and other workers are working in these rural health sectors for more than seven years and yet they are not recognized officially by the government. Their salaries are not yet regularized and this is the reason which has forced these workers to boycott their work and pressurize the government to improve their condition.

The fate of these dedicated workers is not known to them. They are now demanding for a good salary with deserved amount of increments. They know very well that their certificates are old when it was very difficult to secure good marks and thus they can’t compete with the pharmacists who passed out recently by securing marks from the universities which are only concerned of money and are providing great marks. According to Punjab Health and Family Welfare Minister Madan Mohan Mittal, in numerous hospitals in Punjab will be expanding the facilities they provide. The welfare minister has stated during an official visit that state government has kept many health care plans in the pipeline. As per his speech in a health center in Patiala the state will have expansions in 100 hospitals in some or other wing.

Patiala’s Ayurvedic Hospital Goes Into Overdrive

Deserted looking Government Ayurvedic Hospital, Patiala, was flooded with patients today. This would help in granting permission to the college for admitting students in the 2013-14 academic sessions, when a team of the Central Council of Indian Medicine (CCIM), Ministry of Health and Family Welfare, went to the college in order to inspect.

Headed by elected member of the CCIM and associate professor, Government Ayurvedic Medical College, Lucknow, Dr PC Chaudhary, the other members of the team included Dr Anil Verma from Government Ayurvedic College and Hospital, Bareilly, and Dr Subhash Chand Verma from Government Ayurvedic College and Hospital, Patna. The team checked the patient’s registers, medicines stock and other records to see the availability of facilities and bed occupancy of the hospital.

As the college didn’t fulfill the eligibility conditions, the CCIM did not grant permission to admit students in the undergraduate and postgraduate courses, for the past two years.
Last year, the college had to fulfill eligibility conditions by October 31, 2012 as directed by the Ministry. The college had only 24 teachers for a required number of 36 teachers (32 for undergraduate and 4 for postgraduate courses), against the CCIM norms.

The college also did not have genuinely functional Ayurvedic hospital with a required patient load of 50 per cent bed occupancy. Regarding this issues Dr Chaudhary stated that they will send all the essential reports to the CCIM and then wait for them to take the eventual decision.

In order to impress the visited team, the hospital authorities had not only forged the number of patients visiting on daily basis but also admitted patients with minor problems who didn’t need bed rest, just to increase their bed occupancy, said sources in the hospital.
One of the patients in the hospital said he had come along with his father Baldev Singh, resident of Deep Nagar, and he was asked to occupy a bed.

A mid-day meal cook from Patiala said, she was here just for a minor ailment but was asked to take a bed and rest for some time. And then she also said that she had other things to do as well while interacting with them.

Major Singh Has Been Set Free After 23 Years Of Jail: Patiala

Major Singh, the man who was sent to the jail under the act of TADA when he was 16 years old, has now been set free on Friday when the government of UP ordered his release. Such favorable endeavors conducted by the UP government have been made based upon the favorable words from the well known personas SP supremo Mulayam Singh, Mr. Parkash Singh etc.

While speaking to the media, Major Singh has stated that he was alleged under the TADA act after a deadly encounter at his residence in the year 1990. He also said that he was convicted under this TADA act in the year 1994 but then in the year 1995 the government of Mulatyam Singh withdrew that case.

Major Singh Has Been Set Free After 23 Years Of Jail: Patiala

He further added that he was the youngest person who was convicted to the TADA act and likely to be the youngest person to be charged under this law. He was remained in jail for the last 23 years of his life and surprisingly he was in his fifth standard when he was sent to jail.

“I took birth in the year 1974 and was a 5th class pupil in an educational institution at the time when the episode happened at our mansion and then remained in prison for a long period of twenty three (23) years. I detected that I was the youngest individual and most likely the only minor who got accused under TADA,” he said.

While addressing this issue Mr. Rode said that they have been quite keen to follow all the updates and reports of this case and he also said Major Singh should be set free as he has spent the last 23 years of this life in jail.
