More Than 12,000 Oxytocin Injections Recovered

The Patiala police today seized more than 12,000 jabs and more than 2 lakh habit-forming tabs.

The officials have seized the banned oxytocin jabs, which are illegitimately utilized on farm animals for better milk yield.

“This jab is deadly and is now utilized by drug addicts to get a kick,” added Senior Superintendent of Police (SSP) HS Mann.

Mr. HS Mann stated that they had raided a plant ‘Presto Remedy’ and seized more than 12,000 jabs.

“In a separate case, we have seized lakhs of capsules and other medications being illegally carried by two persons in Nabha,” he said.

It is not difficult to identify drug addicts in villages. “During the election time, everyone gets his quota as per his liking. The only fact in consideration is the tight finances given the election standards”, claimed a candidate’s relative in Nabha. “Usually, it is the ruling party candidates who can afford to spend so much as they always have more chances to win”, he added.

Even the police records suggest that the inflow of drugs has increased with contraband worth over Rs 3 crore seized in and around Patiala during the past fortnight. Three days ago, the Shambhu police recovered two quintals of poppy husk and arrested four persons, while on May 8, 5 kg of poppy husk was seized from a tractor.

“We have issued instructions to all SSPs to ensure that drugs are not allowed anywhere and those found guilty should be arrested immediately,” claimed Patiala Zone IG Paramjit Singh Gill. Despite claims by the administration and the political parties, allurements for easy votes continue unabated. The only difference in this election is that Congress candidates have tight budgets and more checks to face as compared to their counterparts.

SGPC To Commemorate 300th Anniversary Of Baba Banda Singh Bahadur

Preparations are going on to commemorate the 300th anniversary of the martyrdom of Baba Banda Singh Bahadur, the former Sikh General, in Fatehgarh Sahib in the year 2016.

S. Avtar Singh Makkar, president Shiromani Gurdwara Prabandhak Committee (SGPC) stated that a march would begin from Nanded Sahib in the state of Maharashtra and end here after moving through the cities, which Baba Banda Singh Bahadur had captured after combating the Mughal monarchs.

School Pupils Forced To Attend Classes Openly

The sources added that the District Institute of Education and Training (DIET) was being run from the primary educational institution at the present.

In addition, the district government has booked 2 rooms in the educational institution for Zila Parishad and Block Samiliti polls to take place on May 19, leaving little room for pupils.

Especially, the District Institute of Education and Training is being run from the primary educational institution as the contractor is yet to obtain the last payment for the District Institute of Education and Training edifice, the construction of which was over 2 years back.

School principal Harnek Singh stated that he had brought the matter to the notice of the higher agencies. He added that around 750 pupils were enrolled in the educational institution and 135 pupils of the primary educational institution had been transferred to the school.

Recently, Punjab CM Parkash Singh Badal had forwarded a grant worth Rs 2.50 lakh to the educational institution but the principal stated that it was not possible to build additional rooms in the school compound with this sum.

District Education Officer Harvel Singh added that the educational institution had enough rooms and the school functionaries had never asked for building of extra rooms. He stated that he had asked the school head to forward a written reply on why the classes were held openly.

 

Badal’s Orders Solid Waste, Rakhra Unmoved

During the second week of December 2012, after ex-mayors Ajit Pal Singh Kohli and Jaspal Pardhan had approached him, Punjab CM Parkash Singh Badal spoke with rustic development and panchayati raj minister Rakhra over phone.

“The CM told rustic development and panchayati raj minister to clear the problems,” stated a source in the CM’s office.

“Pardhan wished Rakhra to ask the sarpanch of Dudhar village (where the project is proposed) to sign the final no-objection certificate (NOC).”

On May 13, media reported how the rustic development and panchayati raj minister had forwarded verbal orders to sarpanch Harpal Singh to not pass the final no-objection certificate until his signal.

Badal's Orders Solid Waste, Rakhra Unmoved

Harpal had accepted it on record. When Ranjit Singh Brahmpura was rustic development head during the last term of the Shiromani Akali Dal administration, he also had requested Rakhra (then constituency in-charge of the SAD from Samana) to provide his permission to the plan.

At that time, Ajit Pal Singh was mayor.

In the last 2-years-and-a-half, 3 mayors have taken over in Patiala and all have asked Rakhra to push the sarpanch to give nod to the no-objection certificate. Some days back, Amarinder Bajaj, was the newest mayor to meet Rakhra to get his assistance in this regard.

“Since the project was to end the solid-waste woes of the city, we all tried our best to convince Rakhra but even the CM’s asking him to cooperate was to no avail,” said a former mayor.

The detaining of the no-objection certificate has also concealed 200 fresh jobs for the local youth. Heads near to Rakhra state that the minister dreaded counterattack from villagers, if solid waste was treated in his electorate.

PRTC All Set To Update All 10 Depots

The Central Road Transport Authority (CRTA) has forwarded green signal to Punjab Road Transport Corporation (PRTC) to update all the 10 terminals of Punjab transport undertaking.

They were summoned today at my office and their licence was called off after they failed to generate the necessary papers.”

But, he stated, “The owners of Unique Wine may now lodge a plea before the higher authorities in this regard.”

The pick-up vehicle of Unique Wine possessors was grabbed at Bathinda with around 700 boxes of beer on May 09.

These were reportedly being sent to the city of Patiala.

The advertisement, issued in a vernacular daily, read that the land in Sassa Gujran and Mardaherhi villages would be auctioned on May 11, though the department has given some gap for a similar auction in Churaso, Jafarpur and Maddo Majra villages (on May 13).

Officials in the Rural Development and Panchayats Department said the prime common land in the five villages was up for auction despite the poll code of conduct being in force in Punjab ahead of the zila parishad and panchayat samiti elections.

Regulations hint the auction of village common land over 100 acres needs in print consent from the zila parishad linked (presently polls are being held to choose the body in Sanaur) with its complete assemblage. But in the present case, the regulations have been disregarded.

But, Vinod Gagat, District Development and Panchayat Officer maintained “nothing incorrect was being done and no code was violated”.

Another administrative representative, however, stated that the public sale was being intentionally held at such a time to keep authentic bidders out of the contest and to make sure the families of the local sarpanches who were hesitant of their triumph this time were benefit.

Power Engineers Express Opposition To New Firm For Sale, Purchase Of Electricity

Punjab CM Parkash Singh Badal’s declaration to float a new firm for the sale as well as purchase of electrical energy has not descended well with power engineers of Punjab.

Opposing the state administration’s verdict to figure a novel company for trading of power, PSEB Engineers’ Association (PSEBEA) stated that Parkash Singh Badal had verbally guaranteed them that there would be no further privatization of power firms, during talks on unbundling of Punjab State Electricity Board in the year 2010.

The engineers stated that presently, PSPCL was accountable for procurance of power and arranging funds for its sale and purchase.

The association said it had opposed the creation of another company as there was already a PSPCL body – power purchase regulation (PPR) organisation – in place for sale and purchase of electricity.

PSEB Engineers’ Association stated that power purchase regulation organization was led by a chief engineer and operated by knowledgeable engineers who had been doing the job for years.

PSEB Engineers’ Association witnessed the verdict as a move, which would “cause backdoor entry of discontented constituents and marginalise the subsisting set up of PSPCL.”

Engineers also claimed that under the transfer scheme notified by the state administration, PSPCL had to engage in the business of distribution, generation and trading. They said that under Clause 5 (g) of the tripartite agreement – signed between Punjab government, successor companies of PSEB, PSEB Engineers’ Association and other trade unions, after unbundling of PSEB in April 2010 -  any alteration of transfer plan and memorandum of articles of association would be made after consultation with the signatories of this agreement.

“So,” PSEBEA general secretary Sanjeev Sood said, “the CM can’t take such a decision. But, now in violation of the tripartite agreement and verbal assurances, Punjab government has decided to form a new company for power trading.”

Sanjeev also urged for a gathering with Badal to talk about the matters.

Chief Secy To Go Before SC Panel Today

Admitting an appeal by retired electricity board engineer Gurnek Brar, the power watchdog has asked the state administration and the PSPCL for answers by June 4.

It will take notice of the appeal on June 11. Gurnek has objected to the Punjab administration’s verdict to fine-tune return on equity against power funding that the government gives to the power corporation in lieu of free electricity to the agriculture sector and below poverty line (BPL) families.

Cut Plan Draws Notice From PSERC

The adjustment of return on equity against cash subsidy amounts to a dividend of 15.5% on the equity to the state government. However, the PSPCL, which is under losses already, cannot be needed to provide a dividend to the equity possessor, the requester has stated, looking for that the state administration be provide a month to forward the due subsidy for the years 2011-12 and 2012-13, stood at Rs. 304.46 crore and Rs. 412.39 crore, respectively.

Before the commission each year, the Punjab administration commits to making the full payment of subsidy but on March 28, 2013, the joint secretary (finance) had planned that for 2012-13, the return on equity of Rs. 405.73 crore was to be modified against subsidy.

In its tariff order for the year 2009-10, the PSERC had stated that the return-on-equity was payable to the owner only if the utility was in profit and the amount was available.

“In a situation where the PSPCL has made huge losses, the question of paying return on equity to the government does not arise,” it had said.

In case the state administration plows ahead and alters the return on equity in the financial support for 2012-13, there is every chance of its doing it in the existing fiscal year as well, fears Brar.

 

One More Cell Phone Seized From Jail Inmate

In an ongoing issue, one more cellular phone got seized from a prisoner today within Patiala Central Jail.

As per reports, the cellular phone has been seized from Sandeep Singh of Indira Colony.

The report added that Sandeep is accused under the Prisons Act of 1984.

The police officials claimed to have found the Nokia 1280 phone in his jail rooms.

But, the police officials could not trace the subscriber’s identity module (SIM) card.

In the last 4 month period, the prison section has recovered almost 60 cellular telephones from the jail.

Man Posing As IT DC Detained From Bengaluru

The police officials have detained a person for posing as the DC of the IT section department from Bengaluru on May 11.

The charged, Subramanyam, has been accused of troubling and blackmailing the builder of a housing project after posing as DC of the I-T division in support with Krishan Grover of Rajpura.

Trishla Buildtech MD Harish Gupta stated that an apartment was bought by one Rajni Batta, wife of Sudhir Batta, from him, who further sold it to Krishan Grover.

Krishan is a CA by profession, who after buying the apartment in Trishla City project, near Nabha Sahib in Zirakpur on the Patiala highway, failed to submit the transfer charge of Rs. 1.5 lakh.

He, in its place, attempted to force the manager, Himmat Singh, to transfer the apartment without charging any charge. The manager alleged that he received repeated threats from Subramanyam, posing as DC of the IT section from Mumbai over calls, electronic mails and SMSs.

They then accompanied up inquiries and were stunned to make out that there was no such officer in Mumbai.

When they asked Subramanyam to call from a landline, they came to know that the call came from Bengaluru. Trishla Group inquired again, but found no officer by this name. It then sought assistance from SAS Nagar SSP, who in its place asked the SHO in Zirakpur to inquire into the incident and do the needful.

After conducting the inquiry, he sent a police group to Bengaluru to discover the reality, where the IT section disclosed that no such officer was functioning with them.

A group was again forwarded to detain Subramanyam from Bengaluru.

SHO Trilochan stated that the charged has confessed to his offense and said that he did the same owing to Grover, as he was a employee under one of Grover’s close pal.

On the complaint of project manager Himmat Singh the Zirakpur police have lodged an FIR against Krishan Grover of Rajpura and Subramanyam under Sections 419, 420 and 170 of the IPC.
