Manpreet Looks For Maluka’s Resignation; Gives Protest Call For May 23

Condemning the aggressive armed attack during a gathering of the People’s Party of Punjab (PPP) on May 17, party president Manpreet Badal stated that this was the most recent case of the persecution and dispute unleashed upon the party by the administration.

“How can so many assailants, equipped with dangerous weapons come and vanish without the support of authorities? On May 20, the PPP will submit a memorandum to the governor, seeking resignation of Punjab education minister Sikander Singh Maluka. The memorandum shall also seek clear answers from police about who these attackers were,” he added.

“The people of Punjab need to make their voice heard against the awful offenses, which we have been subjected to. For a long time, we have been witnessing our families being disgraced, our females and elderly being thrashed, our youth being driven to suicide, our daughters being kidnapped and our fundamental rights being trampled over. I appeal to all of you, who love Punjabi, to come and participate in this rally against these crimes and injustice,” he added.

Education Suffers As Teachers Head For Poll Duty

With the majority of the teachers deputed on poll duty, the trial for which took place on Thursday and Friday, confusion prevailed in several administrative schools in Patiala.

With very few teachers left to take classes, the school heads have been finding it difficult to run the show. As such, they have had either to merge two-three classes to engage all the students or send them back home. A random visit to the city schools showed that most of the students had been sitting idle since there were no teachers. At some places, teachers had combined two-three classes and had engaged the students in chit chat sessions as it was difficult to teach students from different classes together.

A teacher stated that they were powerless as authoritatively they could not ask the pupils to return to their homes.

Education Suffers As Teachers Head For Poll Duty

A principal stated that the district management should have assured that around 50% of the staff was in school to make sure studies were not affected.

“There are several educational institutions where the strength is over 1,500 and there was barely 10 to 20% personnel availability today. These duties will continue tomorrow (May 18) in addition. The administration should rather have announced it a holiday,” he said.

Sources in the Education section stated that there were 6 middle schools in the region, comprising 1 each in Ghagga and Pasiana, where 100% of the personnel was on election duty.

District Education Officer (Secondary) Balbir Kaur Gill stated as the duties were necessary, she had made alternate arrangements to make sure those educational institutions remained open.

SAD Creating Environment Of Panic, Fright, Says Preneet

Union Minister Preneet Kaur on May 17 came down heavily on the ruling SAD-BJP administration in the state for supposedly creating environment of panic and fear in Punjab in the run up to the May 19 polls.

Campaigning for Block Samiti and Zila Parishad polls in different villages in the region, Preneet Kaur stated, “We have not witnessed so much terror and dread amongst the citizens of the state and individuals have been frightening not to vote for Congress.”

“I have been getting complaints regularly and uncertainty reigns among Congress workers. At a lot of places, our applicants were forced to take out their names from the fight as they were threatened by police,” she added.

“We have been asking for President rule in Punjab as Akali thugs have been prevailing making use of  police as their workers. It is a fit case for President’s rule in Punjab as those responsible for protecting people have been resorting to such killings,” said Kaur.

With local MLA Capt Amarinder Singh preferring to keep himself away from electioneering, his wife and MP Preneet Kaur and son Raninder Singh have been functioning firmly to fill the void.

The mom-son pair continued a brief tour of Samana community and addressed a lot of rallies backing Congress applicants.

Two Robbers Attack Train Passengers

Travelers going from Amritsar to Bihar on the Jan Seva Express got robbed by two unknown individuals in broad daytime near Sadhugarh in Rajpura today.

The unidentified individuals started firing at the travelers, hurting three of them, comprising a 10-year-old kid, and ran away with money and other costly items from Rajpura railroad station.

They were admitted to Civil Hospital, Rajpura.

They fired some more shots and bullets hit me and a kid. They later fled upon arrival at the Rajpura railway station,” he said.

Probing officer (Railways) Satwant Singh stated that they had lodged a case and a hunt was going on to nab the charged.

“All the injured are stable and we have rushed our teams to nab the robbers who got off the train before it reached Rajpura railway station,” he added.

 

Rakhra Confronts Villagers’ Wrath; Leaves Meeting

After confronting criticism in the city of Patiala for creating obstacles in establishing of a solid waste management facility, rural development minister Surjit Singh Rakhra on May 16 had confronted the heat for his “non-presentation” from occupants at Trein village in Samana community.

“First you come with me to have a look at the village and then ask your conscience if you deserve our votes or not. Tell me one reason why you need our votes,” Jeeta questioned the minister.

Rakhra’s frequent answers failed to please the villagers and he had to run off the gathering at around 7 pm.

Afterward, the village residents held a gathering and declared to boycott the SAD in the zila parishad and block samiti polls planned for May 19.

Sources added that the villagers were also protested against the contention of Balwinder Kaur from the block samiti seat. “Balwinder’s husband is village sarpanch and he has failed to bring any development to the village in the past,” alleged the villagers.

The villagers also declared that they would not permit any senior SAD head to campaign in the village.

30 Kg Pseudoephedrine Recovered; Three Arrested

The Patiala police on May 16 claimed to have detained 3 main helpers of Jagdish Bhola, key player in the Fathegarh drug scandal, with 30 kilogram of a chemical drug, Pseudoephedrine, valued around Rs 35 crore in the global market.

According to Patiala senior superintendent of police Hardyal Singh Maan, a police group headed by inspector Gurjeet Singh, SHO, Banur, on May 15 checked a Hyundai Verna car (HR-26-AJ-1019) and detained Satinder Dhama, an infamous drug smuggler of the area, who is also a supporter of Jagdish. The police officials seized 500 gm of Pseudoephedrine from Satinder.

Hardyal Singh Maan added that on disclosures made by Satinder, the police detained one more contrabandist, Balwinder Sonu, an inhabitant of Kathunangal in Amritsar region, from the national capital. Sonu disclosed the major regions of Satinder’s drug smuggling row and his relationship with Bhola.

30 Kg Pseudoephedrine Recovered; Three Arrested

Afterward, the officials seized a Fortuner car (PB-11-AB-0003) with 10 kilogram of chemical drug.

Hardyal Singh added that the Fortuner car seized from Dhama was of Jagdish. Dhama has already been declared a proclaimed offender in a case registered under the NDPS Act by the Panchkula police.

Afterward, the officials also checked a Skoda car (PB-10-CM-4009) and seized 10 kilogram of chemical drug from Sonu.

A separate police party detained Harjeet Singh with 5 kilogram of chemical drug from Focal Point, Ambala.

“The detention of all the 3, who were strongly connected with Jagdish, is likely to give crucial clues in the case,” the SSP claimed.

The SSP added that around 22 individuals have been detained in the drug scam thus far.

Excise Inspector Pawan Sood Suspended

The Excise and Taxation section has suspended an inspector after he was found indulging in prohibited practices.

On June 6 last year, Excise and Taxation Commissioner Anurag Verma stated that inspector Pawan Sood passed the vehicle PB-10-BF-8655 carrying hosiery goods worth Rs 2.59 lakh at the Ludhiana Railway Station barrier, but did not forward any proof.

In PC records, Pawan altered the product from hosiery goods to knitted cloth valued around Rs 1.46 lakh, he stated, adding that it was detected that Sood had changed nearly 30 such entries in the last three months.

“We have placed Sood under suspension, while inspector Naresh Kumar, who was also found indulging in a similar case, has been shifted from Shamboo barrier to Gurdaspur,” Verma said.

Scandal Exposed At Information Collection Centres

Punjab Excise and Taxation section has exposed a scam at the barriers (Information Collection Centres), in which a few of the assessors and data entry operators were conniving with the traders to modify the worth or the nature of the product that had crossed the barrier.

Stating this, excise and taxation commissioner Anurag Verma stated that on a grievance, a research was got carried out by asstt excise and taxation commissioner SS Bangra.

On inspection of the PC record, it was detected that on June 2012, an entry about vehicle No PB-10-BF-8655 containing hosiery goods valued around Rs. 2.59 lakh was made at ICC, Ludhiana Railway Station.

Scandal Exposed At Information Collection Centres

Pawan Sood, the inspector doing a shift, forwarded the hosiery goods but did not lastly make the entry into the PC record. Rather, he kept the entry pending and then, he altered the commodity from the list to knitted cloth around Rs. 1.46 lakh.

Hosiery goods are chargeable at the price of 6.05% while knitted cloth is free of all taxes.

On October 10, 2012, a truck passed ICC, Khanauri and an entry was made in the computer that auto parts worth about Rs. 14.60 lakh were loaded in it. But on October 12, 2012, Ajay Kumar, document clearance executive changed the nature of commodity from auto parts to waste yarn and reduced the amount to 1.8 lakh. Autoparts are taxable at the rate of 14.30 per cent and waste yarn is chargeable at the rate of 6.05%.

Verma added Bangra’s interrogation has disclosed that over past 3 months, entries around Rs. 40 crore have been altered.

He added that he has taken a very grave view of the issue and aside from debarring the Inspectors, the services of these 12 paper approval executives have been allotted with.

He has asked addl excise and taxation commissioner SDS Dhillon to look at the option of lodging an FIR in the matter against the examiners, paper authorization executives and most especially the dealers who were the beneficiary of this misconduct.

Union Administration Clears 39 Quarries For Public Sale

Accompanying an authorization from the Centre, the state administration has decided to auction 39 quarries by June 2013.

State’sIndustry and Commerce Minister Anil Joshi stated that out of the 39 quarries, 12 are of sand while the rest 27 were of gravel and crusher in the regions of Pathankot, Gurdaspur, Ropar, Mohali and Patiala.

A spokesperson for the Education Department stated that the hostels had been set up at a cost of more than Rs 11 crore.

Bharatiya Kisan Union Holds Protest Rally Against Release Of Sajjan Kumar At Patiala

The speakers reportedly said that after prolonged legal wrangles, while Mr. Sajjan Kumar was acquitted, the Union government and the justice delivery system had only rubbed salt into the wounds of the relatives of those who had been butchered in the days in the aftermath of the assassination of the then Prime Minister, Indira Gandhi.

Car Traders In State Under Excise Scanner

Car traders crosswise the state are under the scanner of the Excise and Taxation Department after a trader in the city of Bathinda was discovered evading taxes and bagging the tax sum. The Punjab Excise and Taxation section has asked for a probe into it.

Mr. Anurag Verma, Punjab Excise and Taxation Commissioner stated that information was found that M/s Mehta Motors of Bathinda was supposedly not making payment of tax in full on novel vehicles sold by it. The firm was a trader of Tata Motors, Renault.

“I directed the search Wing of the section to get data regarding the vehicles sold by the manufacturers through this dealer. When the data was received, it was found that between April 1, 2009 and September 30, 2012, the dealer had purchased cars worth Rs 175 crore, but had shown purchases worth Rs 57 crore only, thus suppressed an amount of Rs 118 crore,” Mr. Anurag stated.

The technique of the trader was to pass on vehicles outside the state and send these straightly to the clientele.

“The tax deposited by the vehicle proprietors was pocketed by the trader and never deposited in such cases,” added Verma.

Officers of the section stated that the trader had a tax burden of around Rs 15 crore. “This amounts to cheating and we would write to the police to register a case after the penalty amount is recovered,” they added.

Verma has asked for a investigation in order to determine whether functionaries of the section were also involved with the trader.

The section has further asked for inspection of records of all the vehicle traders in Punjab.

“With little yet significant efforts made by the alumni and Parent Teachers’ Association, the college has expanded on the same premises. The shortage of land has limited the intake of students,” he added.

Government Bikram College of Commerce currently provides BCom, MCom apart from traditional IT course. It was set up by Raja Harinder Singh of Faridkot in the remembrance of his grandpa Raja Bikram Singh in the year 1945. Government Bikram College of Commerce was tranferred to Patiala in the year 1955 and was affiliated to Panjab University. In the year 1962, Government Bikram College of Commerce got affiliation from Punjabi University and was transferred to the state college premises.

Principal Satinder Kaur stated that they have forwarded a plan for allotment of land to set up another entity of classrooms in the current building to adjust more pupils in bachelor courses.

“The last year’s cut-off for the college was 86.4%. With commerce stream gaining popularity, the cut-off is set to rise this year but due to shortage of space, we have no option but to limit the intake of students,” she said.

 

Bajwa To Beat SAD By Their Own Weapon

Odd but factual. The Punjab Congress president is electioneering in the Panchayati Raj Institution polls with the Shiromani Akali Dal (SAD) manifesto in hand.

Bajwa first readouts what SAD had assured in manifesto before the assembly polls and then asks individuals: “Did you get it?”

“Rs 1.000 joblessness grant,” he reads out from the program, summons a young man from the meeting and asks him: “Tell everybody how much you get as joblessness grant?”

The young man said that he doesn’t find any, and Bajwa carries on: “Where are the laptops and the metro trains you were promised?

On pension and Shagun plans as well, he attacks the administration. “In the program, the Akalis assured to double the retirement fund of widows and oldsters. Show it to the Akalis when they come to your house to ask for vote,” added Bajwa.

“In fourteen months since they have been into supremacy, they haven’t fulfilled any of the 204 poll promises.”

“If you go by this policy,” Bajwa tells a woman, Satwant Kaur, “the administration has to pay you Rs. 14,000 for the last 14 months, because it doubled your pension. First claim this amount and then vote for the Akalis.”

The state administration owed Rs. 1,000 on a monthly basis to each of the 65-lakh jobless youth in the state, added Bajwa. “The administration that siphons the Shagun destined for your daughters has no right to hunt for vote,” he tells the voters.

“Almost 80,000 Shagun applications are pending,” he adds.

At a public gathering here in the Patiala Rural community, Bajwa gave the SAD proposal copy to local representative Brahm Mohindra with orders to distribute its copies in villages.

“It’s high time to exhibit the administration through its own tool,” said Bajwa.

“Both CM Parkash Singh Badal and his son, deputy CM Sukhbir Singh Badal, have cheated individuals and pushed Punjab into a financial obligation of Rs. 1-lakh crore. Where has this funds gone?” he added.

Fearing supports and aggression in the polls, he stated the party would ask the state election commissioner for paramilitary security and video-recording facility at every booth. “The police are playing into hands of jathedars, while the Akalis continue to threaten our men,” he said.

PPCC revamp after elections

The revamping of the Punjab Pradesh Congress Committee (PPCC) is workable, as state party president Bajwa has stated that he will declare his novel group after the panchayat polls.

Bajwa, disregarded by the party high command on this question once, has sought another appointment with it. “I would like to modify not only Punjab group but also some region presidents in the next fortnight.” he said at Allowal on Tuesday. He claims to have the sanction to include 10 to 15 confidants. At the present time, he works with group Amarinder that may get the boot.

Tikku in danger zone?

Bajwa on Tuesday suggested at taking action against heads missing from the Congress drive for the May 19 zila parishad and block samiti polls.

“Raninder Singh, and whosoever else is missing, won’t be spared,” he stated.

The parents of an 8-year-old British Sikh school pupil have asked that an Indian hospital should give back her organs for a postmortem examination in the United Kingdom.

Birmingham-born Gurkiren Kaur Loyal fell sick on a family holiday in the state of Punjab in April 2013 and was being addressed for dehydration at a hospital in Khanna, Punjab, when team reportedly gave her a unknown jab.

“She had been nausea so we took her to the Dr Pardeep Moudgil Clinic on Lalheri Road in Khanna for a health check. I knew something wasn’t right with that jab. Her head lagged and all the colour drained from her. I knew my little kid had been murdered,” Amrit Kaur Loyal, who fears her daughter may have been a victim of a failed try to harvest her organs.

Gurkiren Kaur’s body was afterward shifted to the Rajendra Hospital in Patiala, where it is thought her organs were removed during a postmortem examination to hide the cause of demise.

“We were told the post-mortem was essential for the body to be released but we had informed them that we would want to conduct a second post-mortem in the UK. They assured us that only small incisions will be made and no organs will be removed. But the Birmingham coroner found no organs,” said the grief-stricken mom from her home in Hockley region of Birmingham.

Coroner Aidan Cotter has opened and adjourned an investigation into the demise of Gurkiren until further data is received India.

“A post-mortem examination was carried out, but we were unable to ascertain a cause of death. We are doing everything we can to help the family,” a representative for the coroner’s office stated.

“We are asking for the organs be returned to UK so that a proper probe can be carried out by the coroner here,” said the family’s local Handsworth councillor Narinder Kaur Kooner, who is leading a campaign for the UK and Indian governments to take action.

“There has been no positive action from either side so far. We are waiting to hear what action they propose to take. We are calling for a broader policy change in the longer term but at the moment our immediate concern is to get the organs back for a post-mortem to be conducted here,” she added.

As per the girl’s family, the 8-year-old was subjected to a “medieval” post-mortem examination during which all her major organs were took away.

It was only once the girl’s body was flown home to UK that they detected only her eyes remained.

Local police have taken their reports but the relatives are hesitant if a proper probe wasc onducted.

Ladywood MP Shabana Mahmood has also joined the family’s drive for responses.

“It is very important that we have the chance to separately establish the cause of demise with the authorities in the UK,” said Mahmood.

The “brilliant and cheerful” girl from Nishkam School was on her first Punjab holiday meeting her grandma, who afterward died out.
