Harnek Passing Election Related Data To SAD Applicants: Congress Officials

Congress heads in Ghanaur are planning for a fight against the region government for positioning local SAD MLA Harpreet Kaur Mukhmailpur’s brother-in-law as supporting returning officer for the approaching panchayat samiti and zila parishad polls.

The Congress officials had previously disapproved Harnek Singh Mukhmailpur’s posting at the poll office after the procedure for lodging of nominations had started on May 3.

They stated that Mukhmailpur was passing poll linked data to SAD applicants.

Placed in Ghanaur as Naib Tehsildar for some time, Mukhmailpur was chosen as the assistant returning officer by the Patiala Deputy Commissioner.

Mr. Brahm Mohindra, Congress MLA from Samana stated that the act amounted to the “slaughter of democratic system” as Mukhmailpur, brother of the SAD MLA’s hubby, had been offered authorities to inspect suggestions and help the returning officer.

When met, GK Singh lashed out at the allegations of partiality. “We have transferred him to the region headquarters and relieved him of the election duty,” he said.

Asked Harnek Singh could have donned a biased job while working, GK Singh said “that was not possible as all his work was being supervised by a senior officer”.

The retrieval of 10.5 kilogram (kg) of mescaline from Simranjit Kaur and her family members near the Urban Estate, Patiala, on May 5 has sent the state Police officials in panic.

As the Congress and the People’s Party of Punjab (PPP) have reached a consensus on fielding of common applicants for the zila parishad and panchayat samiti polls, it would not be a smooth sailing for the Shiromani Akali Dal (SAD) nominees in the district.

Under the election agreement, Harkit Singh Bhaddi and Ranjit Singh Bhola of the People’s Party of Punjab would fight the polls from Dhanola and Salana Dulla Singh (General) places, respectively.

Bhaddi is an ex SAD head who had swapped over to the People’s Party of Punjab. Both these heads lodged their nomination documents on May 07, and the Congress didn’t field its applicants against them.

In the same way, the People’s Party of Punjab has fielded 6 applicants from Khamano panchayat samiti. The Congress is not contending here as well Political spectators think that the Congress- People’s Party of Punjab deal could hit the SAD hopes hard.

People’s Party of Punjab vice-president Sarvjit Singh Makhan claimed with the Congress support, their applicants had good projections of gaining.

Congress’ region president Harinder Singh Bhambri stated that he had obtained guidances from the party supreme headquarters for figuring out an agreement with the People’s Party of Punjab and other “like-minded” parties for fielding common applicants. Panchayat Polls: 344 Register Papers In Fatehgarh Sahib

For the panchyat samiti and zila parishad polls about to happen on May 19, 344 nomination papers, up till now, have been registered in Fatehgarh Sahib.

For the zila parishad polls, 46 applicants have filed their names, and 298 are in the competition for block samiti seats.

On May 08, deputy commissioner Arun Sekhri stated that block samiti nominations had been registered in Sirhind (59), Khera (63), Amloh (56), Bassi Pathana (64), and Khamano (56).

The inspection of the documents will be done today and the closing date for removal is 3pm on May 10.

The region is segregated into 10 sections for the zila parishad polls, and 76 regions for 5 panchyat samiti polls.

The polling will take place at 478 booths and 3,000 workers will carry out the procedure.

Punjab Govt Ignoring Thalassemia Patients

May 8 has been declared as ‘Thalassemia Day,’ but, this is limited to papers only.

The Punjab administration is showing no interest in controlling the deisease.

The administration has been accused of its slow response to Thalassemia, which, had led to the rapid spread of the disease in the country.

The reports said that the plans of the state health section are doing little to counter this disorder.

“If they can help patients of heart and kidney problems, why not thalassemia sufferers?” questioned media people.

ABVP Workers Burn Pawan Bansal’s Effigy

On the eve of World Asthma Day on May 07, well known doctor S P Kansal, HoD of TB and chest department at TB Hospital, Patiala, said that there are around 30 million asthma sufferers in the country and the majority of them are ignorant of it. 63-Year-Old Died In Bike Accident

Banur (Patiala): In a shocking incident, a 63-year-old Hakam Singh lost his life.

As per reports, two bikes strike with each other near village Manoli Surat.

The report said that Hakam Singh was on the way to Banur on his bike.

But shockingly, a bike coming from the opposite direction got collided with Singh’s bike.

The other biker was Hardeep Singh.

After the accident took place, both Hakam Singh and Hardeep Singh got major injuries.

They were taken to Chandigarh’s General Hospital where Hakam Singh succumbed to his injuries.

After conducting the post mortem examination, the police officials have given Hakam’s body to his family members.

1,321 Register Papers For ZP Polls

Around 1,321 applicants of different political parties and Independents have lodged their nomination papers for 331 zila parishad seats.

For the 2,732 seats of panchayat samitis, 10,085 applicants have lodged their papers.

May 07 was the concluding day for filing nominations.

After the inspection of papers tomorrow, withdrawals will be accepted on May 9.

1,321 Register Papers For ZP Polls

Polling to elect associates of 22 zila parishads and 146 block samitis will take place on May 19 and counting on May 21.

For the zila parishad polls, 91 applicants have lodged nomination papers in Jalandhar region, 83 in Gurdaspur, 81 in Amritsar, 42 in Mohali, 54 in Bathinda and 53 in Barnala.

In Ferozepur region, 49 applicants have lodged their papers, in Faridkot 44, Fazilka 49, Kapurthala 39, Hoshiarpur 86, Ludhiana 82, Moga 58, Muktsar 45, Mansa 60, Patiala 81, Pathankot 33, Ropar 44, Sangrur 98, Nawanshar 46 and Tarn Taran 55.

For the panchayat samiti elections, 596 applicants have registered their papers in Amritsar region, 452 in Bathinda, 239 in Mohali, 188 Barnala and 421 in Ferozepur.

Around 223 applicants have lodged their documents in Faridkot, 324 in Fazilka, 664 Gurdaspur, 708 Hoshiarpur, 298 Fatehgarh Sahib, 776 Jalandhar and 336 Kapurthala.

In Ludhiana region 791 applicants, Patiala 641, Moga 453, Mansa 356, Pathankot 276, Ropar 337, Sangrur 727, Muktsar 364, and Nawanshahr 384 and Tarn Taran 531 applicants have registered their papers.

“The allegations are baseless and if at all someone has tried to threaten them, they should come out with the details and we will take action against the guilty,” he added.

A theatre possessor, Harjinder Singh, stated that they were not running the film only because they had already joined hands with distributors of other movies.

“We have bagged various complaints from our supporters who say the authorized machinery is being utilizedd to annoy them,” said Congress MLA from Sanaur Laal Singh.

An excise functionary stated that the section would spare nobody. Cabinet Minister SS Rakhra claimed the Congress was making attempts to make an issue of nothing.

Teachers, Parents Disapprove Novel Rationalization Plan

Teachers along with pupils’ parents have disapproved the rationalization plan for this year (2013) as the Education section has not approved any positions for mathematics and English teachers in administrative middle schools. In its place, the Education section is engaging master cadre science and social teachers to teach these subjects.

There are no positions for English and mathematics teachers in the more than 2,500 middle schools in Punjab.

Teachers, Parents Disapprove Novel Rationalization Plan

In place of engaging new teachers, the section is allotting the positions of subject teachers to science and social science instructors who have not specialized in these subjects.

One of the school principals stated under the RTE Act, all pupils are upgraded to the next class till Class IX irrespective of their recital. However, internal examinations undoubtedly show that pupils are too weak in these 2 subjects. As a result, it is vital that pupils are taught by expert teachers.

“Teacher of physical education, Hindi and other subjects teach these two subjects. How can you expect teachers who have not studied a particular subject after Class X or Class XII to teach Class VIII students? This is unethical,” regretted a parent Paramjeet Singh.

One of the senior officials in the section stated since the execution of the RTE Act, teachers and pupils’ move towards education has turned apathetic.

“When students enter Class IX, they are clueless about the basics. Many teachers have already expressed their grievances in this regard and I feel the department should review the entire policy to improve the standard of education.”

Anjali Bhawra, Principal Secretary, School Education, stated though the section had upgraded the rationalization plan on the internet site, the stuff was still under discussion. “We will take all aspects into account before making the final announcement,” she added.

Pakistani Convicts Segregated In Punjab Prisons

Concerned over the security of Pakistani convicts, particularly the three key plotters in Kandahar plane hijack locked up in Patiala central prison, accompanying the slaughter of Indian convict Sarabjit Singh in Pakistani prison, functionaries in Punjab have taken actions to ensure their security.

Fearing additional assaults on Pakistani convicts after Sanaullah Ranjay, who was attacked by Indian convicts in Jammu, prison authorities in the state on May 05 took steps to separate the Pakistani convicts in prisons.

Prison minister Sarwan Singh Phillaur told, “We are responsive of the nervousness among convicts in the jails and that is why we are taking steps to give Pakistani convicts additional protection”.

In a series of steps, the prison section has directed all superintendents of central prisons in the state to shift all the Pakistani convicts to the side barracks and not permit Indian convicts to make an interaction with them. Additional vigil will be kept on the food being served to them to put a stop to efforts of intoxication and the burden will be on the superintendents to serve the foods themselves.

A senior representative in the Patiala central prison, who requested secrecy, stated, “There are definite fears regarding Abdul Latif, Dalip Kumar and Yusuf, all three who conspired to hijack an Indian Airlines plane at Kandahar in the year 1999. They have been in Patiala prison since their detention 12 years back. Their movements have now been restricted within the jail complex.”

The prison functionaries have been told that the Pakistani convicts would not be permitted to come out from their barracks till further orders.

Usually, they are permitted to move in prison complex from 10am to 2pm.

There are 57 Pakistani prisoners, comprising 2 females, lodged in Punjab’s five prisons. “Our immediate motive is to ensure that there are no more cases of violence against the Pakistani prisoners,” said Phillaur.

Local Body Elections: Shiromani Akali Dal Attempts To Strike A Balance

Confronted with internal strife over allocation of tickets for block samiti and zila parishad elections in the city of Patiala, the Shiromani Akali Dal (SAD) on may 06 tried to convince dissatisfied heads from within and supporter Bharatiya Janata Party (BJP) by distributing tickets to the “irritated”.

The SAD party affairs in-charge for Patiala district, Sikander Singh Maluka, in the initial list declared on May 06 attempted to make a balance between SAD heads, particularly in Sanaur assembly section, where a group headed by Youth Akali Dal region president Harmeet Singh Pathanmajra had opened a banner of revolt in opposition to party assembly head TPS Sandhu.

Out of the 31 block samiti seats in the segment, associates of Pathanamjra set will fight on SAD tickets from 13. In addition, the group has bagged a party ticket to compete from one of the 4 zila parishad places in the section.

Before declaring the list, Sikander Singh had conveyed a conference between Sandhu and Pathanmajra on May 05 afternoon during which a oral fight also happened between the two heads.

But, Sikander Singh interfered and asked both the heads to preserve respectability, a source said.

The SAD has also tried to calm down BJP that had previously declared to field its applicants from all block samitis of Nabha assembly section. The SAD has also provided a block samiti seat in Nabha assembly to the saffron party, though the BJP had asked for 3.

The SAD declared its initial list of 17 applicants for zila parishad elections just a day before the last date for filing of nominations, which is May 07.

Sources added that the deadlock over the allocation of tickets is still persisting over a zila parishad seat from Samana section, constituted by rustic development head Surjit Singh Rakhra. A verdict on another seat, including regions of both Samana and Chutrana assembly sections, is pending as the SAD headships of both the constituencies want the seat for their loyals.

Of the 21 zila parishad seats in Patiala district, 19 would be contested by SAD, while two seats under Rajpura assembly segment will be contested by the BJP.

Of these 21, six seats are reserved for the scheduled caste (SC), comprising 2 for SC females, 5 seats are allowed for females, whilst the remaining will see an open fight.

Congress is yet to emerge with its record of applicants and has alleged that the SAD heads were making attempts to pressure Congress heads not to file the nominations.

“It’s highly disgraceful that the SAD leadership in the entire district has started threatening Congress lears. I dare them to conduct free and fair polls. They will get to know what was the reality of the development claims in the villages,” said Patiala (rural) MLA Brahm Mohindra.

Teachers Flay Varsity For Postponement In Transferring General Provident Fund

Guru Nanak Dev University Teachers Association (GNDUTA), in its emergency executive group conference has taken grave note of the effectiveness of the management of their funds by the functionaries of the Punjabi University, Patiala.

Affiliates showed a deep worry over university systems not transferring their General Provident Fund (GPF) subtractions in their personal accounts on time.

Dr. Davinder Singh, GNDUTA president, stated that it was compulsory to send the GPF deductions in the respective bank accounts of the faculty members.

Dr. Davinder Singh added that the concerned parties had not done so since October last year.

Guru Nanak Dev University Teachers Association (GNDUTA) stated that the failure on the part of the university high-ups to honor the financial promises on the dot has lifted many queries not only on the monetary strength of the university however also on their status as the ‘custodians of public money’.

 

Funds Sanctioned For Patiala’s Quila Mubarak: HC

The state administration has approved funds for the maintenance of the city’s well known and renowned place, Quila Mubarak.

The administration has also clarified before the Punjab and Haryana High Court that there was no plan to move Patiala Central prison.

Taking on record the reply, the Bench of Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain stated that the appeal, considering the developments, has been rendered infructuous.

Funds Sanctioned For Patiala’s Quila Mubarak: HC

The High Court during March 2013 was told that the said renowned place shall be protected. The administration had also stated the High Court that it would embark on appropriate care and maintenance of the said place.

In its official declaration, the state had maintained that the administration was planning to spend around Rs 100 crore obtained recently from the Central administration for tradition defense, comprising for maintenance of Quila Mubarak.

This would also comprise the funds issued by the Archaeological Survey of India.

Punjab added that the procedure of picking technical advisors was expected to be finished soon. It further stated the Central Jail of Patiala was a saved memorial and there was no plan to bulldoze either Quila Mubarak or the Central prison.

Funds were also being made accessible for proper care and defense of other monuments in the royal city comprising Medal Gallery as well as Sheesh Mehal.
